I don't think stingray leather is waterproof. Maybe more resistant than other species but would still not swim with it.
The 7548 is the quartz SKX, and they are comparable in quality and finishing as today's Sumos, much nicer than today's assembly line malay SKXs. This is what you should get.
The SBCM is smaller and is finished about as well as any other early 2000s Seiko 5 or similarly prices quartz, I wouldn't buy a used one these days over 200.
