I know very little about PC building. Why do some newer CPUs run hot and others stay cool? Is it the difference between air and liquid cooling?

Mine's working.

Differences in idle temps come down to ambient temperature, case cooling, fan profile, and whether you have an AMD with a defective thermal diode or not.

Air vs Liquid has very little to do with temperatures. It's more about Acoustics and aesthetics. The exception being full loops, which are better for more power hungry systems.

The more power you put through a CPU, the more heat it will generate. So higher voltage and wattage = more heat.

Something like a little Athlon 5350, a 19 watt quad core, will rarely get above 40c on its tiny little stock cooler.
Meanwhile a 91w i7 will easily hit 80's on its stock cooler.

I guess I still have much to learn about putting a good build together. I'm surprised mine didn't catch fire when I booted it up.

1920x1080 on a 32 inch display?? That sounds worse than AIDS. I'm currently using that resolution on a 27 inch display and I thought it was bad.

I feel like the most you should go with 1080 is around 24".

I have a Dell Precision M4800.
This machine has been really nice honestly, but I'm thinking about replacing the K1100M with an M2200 Mobile or a GTX 965M.
There aren't any existing Pascal MXM cards that fit in this damn thing since it's MXM 3.0a only.

I know about the quick change bay, my M6800 has the same thing.
But I didn't realize you had to choose between the mSATA and the WWAN.
Meanwhile the HCA slot goes permanently unused, because the CPU has AES instructions and make it redundant.

The only major reason for you to move to a newer board and CPU would be for NVME, Thunderbolt, and the like.

If 6Gb/s SATA III and 5Gb/s USB 3.0 is fast enough for you, then that setup will serve you well for another few years.

Yeah I know a Coffee Lake i7 is more than likely an 8700K but it's annoying that Speccy clearly isn't working right.

I noticed that the Ryzen 7s say "Summit Ridge 14nm Technology" and the Ryzen 5s only say "14nm Technology".
