If you have specific use cases and needs that need to be done by the OS, yes, rolling your own is doable and feasible with a team or on an individual level, depending on the scope of what you need the system to do, and total experience.

I'm sure there are some complicated embedded systems but at least your framework and goals are defined. Windows and Mac and Linux are decades-old projects. They're fucking crazy and cannot be reasonably reconstructed by one person on their own.
