Got a core 2 duo system w/4gb ddr2 (system board has 4 slots w/2 free;can take 8gb max),160gb drive,7300LE for free. Got an old HP micoserver Nl40 that I'm thinking of dusting off later to convert to a Nas4free/zfs data archive box.

A case fan is only needed if the case is closed -- to exhaust the hot air. If the side is open the hot air just flows right out of the side.
If your case fan is loud, just disconnect it and leave the side open. You could try sourcing a quieter fan but it's really not necessary unless the CPU/hard drive are also too loud with it open and you want to get it closed again.
I ran with the side of my case off for years without any issue.

I wanna get an old PC for FTP server / seedbox / diaspora pod / TeamSpeak server duties.

I've found 2 thinkstation so far with 4GB ddr3 ram, 180W PSU and gigabit ethernet, the only difference being the CPUs

The first is 50 bucks, the second is 115. I'm a poorfag, so would the cheap one suffice or should I get the i3?

First one would be fine, but second would be better. If the only difference is the processor, then probably go for the cheap one.

Power consumption from prior is a lot. Monitors can be picked from anything including used TVs. Remember cost to run is important as less strain on power supply.

This is true. You are looking at close to 50W idle going from Core2 to Lynnfield.
Maybe I shouldn't have suggested the Core2 for the Dane, since if he's running it 24/7 the cost between that and the i3 would be made up in a little over a year.

In my shithole ryzen 2200g build around $300 ($80 just for cpu), almost the same with thinkcenter m92p with i7-3770 without gpu. I can't find it any cheaper for m92p. Is that price normal?

it might be cmos, if not try checking if all wires are connected properly. To try out the cmos, take it out and leave it for a couple minutes then put it back in, if it posts but before didnt, means you need a new cmos battery.

Would a SFF machine be good as a daily driver? My main uses are just for shitposting and watching anime.

They can be, but I'd recommend a mid tower. There's a reason SFF goes for cheap -- they're not upgradable and problems that would be simple to fix in a mid tower (like the noisy fan above) can suddenly become a lot more complicated.
SFFs are a cancer that should die. It's aesthetics over function.

We have these in the tutoring center I work at in uni. They're kind of pain in the ass sometimes due to the lack of maintenance.

i bought that model on black friday a few years back, it was only like $700. i put a gtx 770 in it and havent had to upgrade anything since, i still use it as my main desktop

3770, 16gb mem, Radeon 7470 1gb. No hard drive.
Found a gtx 750ti for $45, this psu for $25, and a WD Blue 1tb from a friend $20.
