Go to Settings, Privacy, Background Apps and make sure that Let apps run in the background is set to on. Indexing has nothing to do with the start menu at all the last two versions. Took me forever to stumble upon this start menu search fix.

Nope, in 1803 you don't have to. It was never this problem, it's something else. It has to do with disabling LUA. In 1703 it works fine with LUA disabled.
