Someone once told me that there are still sites and places that feel like the "old" 90s/early 2000s internet, where you can chat freely and it's the same kind of ideas/atmosphere but I'm unsure which sites. Anyone know of any?

I would say they exist in pockets. These places though in ways usually focus in on an interest or maybe rally around a youtube channel or whatever. Various Sub-reddits come to mind. The JoeRogan sub is a wonderful world of fun times shitposting. Jow Forums in particular. Discord is growing too, beyond gaming. A good discord server is loads of fun. You just have to find an interest and start digging. Adjust your level of autism accordingly.

Heavy handed moderation was everywhere in the late 90's. Only place where it didn't exist was probably in unmoderated Usenet groups, though many were obviously moderated. I agree that the feeling of taking part of discussion was vastly different back then, but it was probably a combination of factors different from what you're thinking. Online discussion was pretty new back then, so there was a certain amount of excitement and people took it more seriously by being more polite and on-topic etc. Meme talk wasn't really a thing. As far as http goes the sites were more barebones than today.
I'm sure there are discussion sites with little to no moderation in places like Tor, but we all know that idiots probably just abuse it in the typical ways.

Each discussion is new and not weighted in contrast to person's other opinions. People who forget this bring down this whole site and are no better than e-peen faggots on every other site.

There was a fuck ton more moderation back then than what you'd find on most boards on Reddit today, and the shit you see on most of the boards the Reddit has been removing lately wouldn't have flown if you started posting about it in the off topic section of a forum from back then. The only difference back then in terms of "less censorship" was that people would actually making their own website (or hosting other services) about that topic rather than just creating a board on a site like Reddit, then getting kicked off later because they don't want your shit there.
