Depends on what you put in your loop. You can get your water temp to just above ambient if you spend enough on radiators, whereas AIOs have cheap rads that aren't expandable. With your setup I would go with custom water or bust

Yes? Custom loops don't really have an upper limit on cooling power. Of course if you compare a 240mm AIO to a 240mm custom loop it won't be 20 degrees cooler, but the advantage comes from being able to scale cooling power and not having to strap an AIO block onto your GPU core
