Even if there was a blokchain-based network you still need to connect somehow with other devices. Either wired or wirelessly, so who would own this infastructure if not ISPs?

If you want your own "truly" free internet then you need a new network (at the hardware level with a protocol designed with security in mind) or use an overlay network (which there are plenty of)

You need to control the wiring, the hardware.then it comes to the manufacturing of the hardware (given that software is doable, thx github) and its proper installation.
But, where to manufacture the hw? Where to install the antennas?
Land and production means are the answer. Control land and factories, then u have Internet ffa. But it comes to a price: overcome states and power groups, render capital useless, destroy debt in your mind.

3D printing is awesome for everything exept full-scale production. 3D prints require a medium to be melted or otherwise connected while sheets of metal, glass or other products have purpose built fabrication lines and usually dont require melting it again.
Prototyping or multi-part complex models? Yes
Production? No.
