How does it work?

It's just a tool that scan random IP addresses to find content. Mostly websites. But you can also find unsecured FTP servers for exemple.
There's no clear purpose for this tool ; it's a different way of browsing. I guess it's a curiosity, and I think it's something leechers could appreciate.

Could you provide a README/tell us how to use it? When I run the binary it doesn't do anything, and running it from the command-line doesn't do anything either.

OP here.

If you're using the exe, it means you're using the command line version. The logs tells you that you need to pass at least a generator and a scanner as parameters.
There should be a shortcut in your start menu to launch the GUI. If not, launch "openleecher.exe --gui" from a console.
Windows CLI/GUI is kinda fucked up, gonna force GUI in next version.
