That's not how it works. Just because a government does one thing in relation to X area, doesn't mean it's going to do something in relation to Y area. TV licenses exsist to fund the BBC, the ID system proposed for pornography is to "protect" children from the danger of pornography. While one may disagree with them being allowed to exsist, it's quite clear why they exist and what purpose they serve but they aren't in anyway linked to each other.
