depends what metrics you define as 'does or does not work'. Want a growing economy? Think that's good in an of itself? A hard economy influences that. Although.. the snowball effect comes into play IMHO. Recruiting the cream of the crop of the tracker community encourages others to want to join more so than any alternative. So it's not a solid 'hard economy == growth' situation, which is lamentable.
as far as affecting stats and insinuating that would-be users should choose that site over others, a hard economy does fine. It's once you join that the trouble starts

Rewarding users by seeding low seeded content allows for them to download other low seeded content. More copies of the files out there = less chance of torrents dying when user loses an HDD or gets banned out of the blue and encourages use of the site by more users leading to more content overall.

So, if I'm just looking to fill my library with the proper metadata, should I stick to youtube-DL and running the library through some web-troller to fill in the metadata? Private trackers seem to be cool and all, but not so much for someone just looking to do that. I had less to do on my first few job applications than the Redacted interview, for example.

It's good for personal use, especially if you're ripping music that is only on youtube and doesn't exist in any other form. You can get the best quality audio from there and transcode it with care. But of course you shouldn't upload that shit to private trackers ever. That's asking to be banned.
