Although.. the snowball effect comes into play IMHO. Recruiting the cream of the crop of the tracker community encourages others to want to join more so than any alternative. So it's not a solid 'hard economy == growth' situation, which is lamentable.
as far as affecting stats and insinuating that would-be users should choose that site over others, a hard economy does fine. It's once you join that the trouble starts

Rewarding users by seeding low seeded content allows for them to download other low seeded content. More copies of the files out there = less chance of torrents dying when user loses an HDD or gets banned out of the blue and encourages use of the site by more users leading to more content overall.
