Not OP. I had two machines do this to me, and they were both Windows 7 computers that were later upgraded to 10. The problem is the upgrade to 1703, I could never get it to work on either computer, and I also could not get them to stop trying to update even with group policy pointing to a WSUS server that didn't exist and disabling the update service on the machine. I just had to reload both of them with an install USB that already had the 1703 update, it was the only way I could get out of this loop of attempting and failing updates and then spending hours trying to roll them back.

It is a total ballsup. Many such cases. This is the worst update yet for breaking machines on Win10. If you have this issue backup and rebuild is on the cards.
