Yes, but not in the way you mean.
Install Debian with CDE, then install Firefox and OpenOffice. Use cmus for music and alsamixer for volume control, and use ranger for any file management that the CDE file manager can't handle. This is what simplicity looks like.
For hardware, use a CRT and a mechanical keyboard. As far as ISA goes, CDE compiles on anything. I use it on ARM, PPC, x86, and even SGI MIPS. It'll work any OS with the basic libraries that it needs.

Why not just use a RISC machine with an actual UNIX in the first place? You still have the whole free software library.
