I doubt you need to reinstall Windows. Why don't you just open msconfig, disable everything not absolutely necessary (I think there's a toggle to do that automatically), then restart? Maybe run CCleaner. If it's viruses, I used AdwCleaner + JRT (Junkware Removal Tool" by the Malwarebytes devs) in safe mode, and restarted to run them again until they both found nothing. Then I did it a few more times in redundancy to confirm.

You can sorta reinstall Windows 10 inplace, it's called Windows 10 Repair Install and only writes to the Windows Folder at runtime. Download the "Windows Media Creation Tool", let it pull the Iso. Instead of burning it, Mount it with doubleclick and run the Setup. Make sure to really use the Media Tool, some month old Iso you may still have wont work.

Download the newest Iso via the Media Creation Tool to your Desktop.
Double-Click it.
Open Windows Explorer, the Iso is now mounted in an Virtual Drive.
Click it and follow the Setup. No need for usb

Disk Cleanup was recommended to me once to troubleshoot on W7, and I remember it being exceedingly slow. Maybe the later versions got better, or my anecdote is a freak accident.
