Really not that uncommon.
The vast majority of arcade hardware these days is just mid-spec PCs running some flavor of Windows embedded.
Konami only switched from XP to 7 this year for their rhythm games

not exactly related but does anybody know what causes this sort of color shift/fade/whatever you want to call it in an lcd display? this display came from a closed store where it would have been used to play video all day and i can't imagine it's burn-in due to whatever videos it was playing having had plenty of variability
