what does that even mean

im doing it on a Google pixel 2, a smallish device
go to settings>developer options>smallest width and set it to at least 600
the buttons will feel a bit small at first but it's the comfiest button scale option

The problem is that on a phone once you get beyond five or six tabs, at normal DPI scaling, your ability to hit the correct tab with a finger drops off significantly, as does the ability to see what the tab is about.
This is why real power users would rather have the tab page.
