this is a little specific of a request, my build is a little dated, RX 480 4GB, i5 4690, but I only play older games anyway (2004-2009). Does anyone have suggestions for a simple/midrange monitor? Should I go 1080p, or higher resolution if my games are old/windowed mode and I do a lot of web surfing, netflix watching, programming? Id imagine because the games are old theres no point focusing on refresh rates right

What size boot/main storage do you use? I have a bunch of assorted storage, but there is no point to it.......9 years of buying HDDs and just keeping them in my old PC really.
I only have 780gb of stuff, and a lot of that is probably junk. One 120gb SSD is not really big enough for a boot drive, but it was really expensive when I bought it.
I was going to replace my tiny SSD with a Samsung 860 500gb SSD, but then thought that I would maybe get a 250gb m.2 instead, and replace all my internal HDD storage with one 2tb drive.

The H7 should come with adequate thermal compund, no need for 3rd party one. If you still want, I'd take Noctua or Thermal Grizzly. Really dislike Gigabyte cards lately.. if you can get something else at similar price please do in straya you should have access to Galax/KFA cards, they are great. Your RAM is WAY too slow. Get at least 3000 CL 16 and preferrably from Asus QVL. Ryzen demands fast RAM, you'd be shooting yourself in the leg with 2400 RAM. What said is fine but imo it's personal preferrence. More expensive B350 boards come with better VRM, VRM cooling and features like better sound chip.

I guess i will probably want to move to a really good water cooling solution (presuming the 1950X overclocks well) later on, but was going to start with a simpler cooler for now.

The bottom isn't even the best place to put the psu. Generally, the best place is upside-down at the top so it draws air from a top opening in the case and is across 5.25" drives, or the top-front where 5.25" drives would usually go, drawing air from the front and also pulling air into the case. And a further alternative is over the CPU, facing away, with low profile cooler compatibility only. This is a really efficient use of space, but only popular on ITX. ONLY in a shallow mini tower is PSU on the bottom best, like the Jonsbo U4. But case manufacturers care more about trends and perception.

Pretty huge bottleneck. Most you could go for is a Vega56, or 1070ti (former at current prices), but even then you're going to sometimes bottle neck those. Conservative buy would be RX570 4GB, 1060 6GB, or RX580 8GB and to save toward a CPU upgrade for next year when 7nm comes out.
If 1070Ti costs ~5-10% less or more than Vega56, then yes it is your better buy. But I'm guessing at that price it's better you get a 1060 6GB or RX570/580. Even at $500 in the USA, Vega56 is actually currently the best price:performance option. ~61% more money than $315 RX580 8GB for ~75% more performance.

What's the best value GPU right now? I've been out of the game for a while and as easy as it is, I don't want to pour over charts. Back in the day I got a 2500k for $150 and it lasted me forever, same with an overclocked Radeon 7950. I'm looking for something like that--85% as good as the best, but half the price or less.
I'm buying two for a his and hers setup so cheaper helps, but I can afford a little extra if it makes a big difference.
I should note that I'll probably play at 1080p and I'm using a Ryzen 7 1700, so whatever pairs well with that. I'm thinking a 1060 or a 1070?
All that matters to me is that it stays at 60 FPS constantly.

No. Get better motherboard. Get a 2600X instead of 2600+$35 cooler. Don't get a 1060 6GB. Buy a used RX570 or 580 or something off ebay as it's getting flooded with them now. I'm seeing them for close to $200 the past 3 days. Why pay $100 more for a slower GPU? Spend a little more for a better PSU at that range. Do you not need an SSD? ie: pcpartpicker.com/user/oshirigami/saved/22sd6h Get an MSI board+2600X combo off Newegg if you want, or get something like the ASRock Master X470. It will technically fit in a matx case if you're madlad. Or change case. Or get mITX board and case.
In the USA, new? Vega56 @ $500 seems to be the best price:performance unless you only play heavily, heavily Nvidia favored games. But if you only play 1080p and don't use DSR/VSR/resolution-scale, RX570s have been near $200 at points making them the best price:performance.
My suggestion though is that even at 1080p, you should be using virtual super resolution or resolution-scale. It renders the game at higher resolution then down samples it which looks a lot better, especially in newer games with shitty anti aliasing.

Do you really not notice any stuttering, hitching, or frame drops? I noticed them with my 7970+2500k the past 3 years and your GPU isn't much worse.
O right. Well 1700 overclocked will give you an easy 60fps minimum in everything. Usually more like 80-90+ minimums. Obviously more in lighter or more optimized games.
For used GPUs, I'm seeing RX580 8gbs go for near $200 used. That's the best buy and more than you need for 1080p gaming today. New seems to be Vega 56 now that they're $500. However that's at more like 1080ti power consumption.
It also depends what games you play. In like GTAV or Watch Dogs 2, the 1070Ti is above the Vega56, and obviously the 1080 as well. But in most newer games (Doom and other id games, BF1, FC5, The Division, Destiny 2 and lots of other console ports, and oddly Witcher 3 and Fallout 4), Vega56 at worst matches the 1070Ti, and at best with everything overclocked it can match/beta the 1080.
Uhhh it's not that big of a sale. $175-$185 has been normal price for 3200 CL16. But go for it.

Emulation of specific consoles is... less people have experience of it. But I've seen the new Zelda on Cemu running at 60fps 4k on Ryzen, and most RPCS3 games at 60fps. so idk. I know AMD GPUs can have OpenGL issues in some emu.
