The kid gets Google tech support to somehow recover the deleted files. What the actual fuck...? He says he’s again deleted the cp. I’m afraid to touch his computer at this point and have no authority to do anything. As a step-parent, what am I supposed to do here?

Trust me when I say...you are much better off just staying out of it entirely if the PC is in his room, puts it pretty much under his sole possession.
A lot of this also depends on his and your relationship and how close you guys are, cause you could get drug into this because you are an adult.
Otherwise, call the cops or lawyer up...just be aware the moment the cops get involved anymore that they are now and charges are filed, this kid's life is ruined if it's anything besides a misdemeanor, and it WILL follow him forever.
