How safe is Keepass (Windows and Android versions) ?
and is backing up my keyfile on the cloud is a good idea?

Upload kdbx file to cloud (preferably your own) to sync it across all your devices. Setup a good master password (64+ character) and keep key file only on phones because it doesn't have a USB port. Otherwise put it on a USB. Plug USB with key file to laptop/desktop whenever you want to open password db and remove USB when done.

I have a WD My Passport Ultra which is password protected/encrypted and I keep my passwords in .txt files in it.
Whenever I need to use it, I plug it into my computer and open the .txt file I need.
How risky is this? Even if my computer is compromised somehow, would hackerman be able to access the files?
I mean how is this any different from those password managers that require a master key but then display your passwords in plain text on a browser?

Keep it off the cloud...if you want backups then put it on USBs and scatter those around your house or something.

At least you can back it up with peace of mind that even if your HDD gets lost/stolen/borrowed, your entire data won't be comprised

How do you forget a lot of passwords? Like, it sounds as if you forgot a lot of them at once. And damn, security questions too. These are supposed to be questions about things you'll never forget (but someone else won't know).

You don't know yourself very well to guy your own personal questions wrong. I intentionally give the wrong answers when setting up the questions because only I will know the secret hidden question that I am actually asking myself. I still have never gotten a question wrong. I know myself like clockwork.

I do something similar. I keep all my passwords on an old IBM Thinkpad 600X that I keep in a locked cabinet, permanently disconnected from the internet. Whenever I need to remember a password, I take it out and access the Word file that they're stored under. I figure the physical access controls will keep most thieves of opportunity from taking it, and even if they see it, they'll most likely just think that it's some "old piece of shit computer" and leave it. I remember a while back on Jow Forums there was someone who told a story of how his college apartment was broken into, and the thief took their TV and all his roommates' Macbooks, but then left his T60p on the table, untouched, because they thought it was "old". A similar principles applies here.
