Windows has a hundred different things doing maintenance and whatnot in the background when your system goes idle. Checking for updates, indexing, superfetch, Windows Defender doing routine scans and shit, could be any number of things. You become not idle? They pause.

Yes because those don't have physical HDDs anymore. IIRC the old CD-Drive MBPs could add in a second HDD in place of the CD drive.
