Because microsoft has full control of their software and wont allow everything to be blocked. They dont have full control of your network though and you can permit or deny any traffic. Good luck blocking every domain and new domain from microsoft though.

Honestly the firewall that comes in your wireless router and windows is good enough. Unless you got a shit ton of open ports (21/80/443/or god forbid remote desktop/VPN) you ain't got a thing to worry about. Hackers don't give a shit about your small lan, they're after the big fish. Hell even if you did have ports open they are easy enough to lock down so that even if someone did access the running services they could do nothing to damage your server. Look but no touch type thing.
