They want to force Metal, but most of their "developers" are copy-pasting poorcheets. I don't think they can drop OpenGL and OpenCL just yet, unless they've crippled Metal to make it easier or are planning to do so. There's also the fact that poorcheets want to shove their shit into every platform, so they don't like Metal's proprietary nature.

That one is already happening to a degree, openGL/openCL support in OSX versions of programs is getting dropped more and more.

Dropping 32-bit support and OpenGL / OpenCL is obviously setting the stage for ARM-based Macs a couple of years from now.
