I doubt it. The motherboard manufacturers are prepping to support a 250W TDP. What you're describing would draw way more than that. The 1950x drew 180W. If all the zen+ efficiency gains go into improving the single threaded performance then we'll only see 22-24 cores.

I'm not saying that it is impossible for them to deliver 32 core CPU that is capable of hitting 4.5 GHz on a single core. I'm saying that if they choose to go that route then the base clock would need to be like 2 GHz to avoid raping coolers and motherboards.

It doesn't pull 1.5v at stock. Without adjusting the scalar it won't pull more than 1.425v for single core. Or rather, it won't actually receive that much. The cpu adjusts things automatically based on the effective voltage, adjusting for things like vdroop. If you up the LLC you'll notice those readings go down.

You must be trolling. There is not a 25% IPC gap with the exclusion of workloads that make full use of AVX2. In which case the gap is huge since Intel has double the AVX units.
