It's as to linux as wine is to windows.
It's a proprietary compatibility layer that converts API calls to windows API calls.
It has very limited compatibility other than the coreutils. They work and that's what most people want but its 1/100th on most I/O performance. That's not an understatement.
So it keeps windows companies with users who want to interface with linux boxes sane, for the most part.
