This has happened to people I've known personally and it's sickening. Michael Savage the #3 talk radio host talked about this for years as a PHD graduate being rejected while less qualified people of other races got the job.
Identifying talented software devs is incredibly difficult, especially in a field with ~2.5% unemployment. Technical interviews and resumes have negligible predictive power in determining whether an applicant is a 10x developer or a complete turd.
At this point, getting a CS job is basically just a crapshoot, hell the hardest part of getting a job at Google or Facebook is just getting the callback. After you get that, it's just solving a few Leetcode questions. I doubt there's an explanation for the Indian in question getting his job besides "HR picked his name at random and he passed the technical screens."
