CR and LF are control characters, respectively coded 0x0D (13 decimal) and 0x0A (10 decimal).

They are used to mark a line break in a text file. As you indicated, Windows uses two characters the CR LF sequence; Unix only uses LF and the old MacOS (pre-OSX MacIntosh) used CR.

Windows 10 still has WordPad.

Notepad was updated recently fixing this.

Only 2 distros have repos with the fix. This isn't debatable. You also need to be on kde. This is not debatable.

There is a PPA for Ubuntu that has the fix. Not hard to install it on the most noon friendly distro. Also

Debian out of the box net install renders everything perfectly except for east-asian characters, and that's a single 4MB package. If you really want you can even directly install Microsoft Truetype fonts.
