The companies who actually put those GPUs onto boards and sell them as graphics cards returned those GPUs to Nvidia. Why will the prices drop? They're excess stock and probably won't be made into graphics cards for sale at all.

Those GPUs need to be put onto boards for sale.
They were returned to Nvidia by companies who put those GPUs onto boards for sale.
If those companies do not see there being a market for that many graphics cards then Nvidia surely isn't going to bother putting them all on boards (at least not now, maybe in a couple generations they'll be shat out as low end cards).
