By definition, there's the surface web, the deep web, and the dark web.
The surface web is the stuff people normally use, and much like the surface of the ocean, you have a good line of sight to everything around you. To add to this analogy, search engines like Google are lighthouses, lighting up everything for you.
Every site on the surface is either visible to you, or on a map.

The deep web is just under that. It's stuff that is not lit up by search engines, like orphaned webpages, backend databases, and location locked sites.
The web interface in your router counts as the deep web, because it's location locked to your local network.

Finally, the dark web is at the bottom. This is stuff that requires special protocols on top of your browser in order to work with. Tor .onion sites, freenet and zeronet decentralized sites, and TahoeLAFS nodes comprise the majority of this layer.
The ocean analogy works really well for this. Youre essentially in a diving hardsuit, there's no light beyond what you brought with you, all the sites are buried in the muck, and you'll cut yourself on old rusty metal if you're not careful.
