Bought an xu4 for the kids so they can use it for simple homework. Have it set up to run wifi and the signal is strong. But youtube videos, even at 480, are very choppy and incoherent.
Does anyone know a way to get youtube to work better on chromium? Do I need a different browser?
You need to setup hardware acceleration. It looks like most of the distros meant for the XU4 have it setup by default. If you installed your own distro, you may need to figure out how to setup hardware acceleration in Chromium.

but to answer your question, install mpv with youtube-dl. Then run mpv from the command line with the youtube URL as an argument. since a media player is lighter than a browser, and mpv is exceptionally light at that, you may have better luck getting it to not be choppy

What it comes down to is that the Optiplex is cheaper. A hell of a lot cheaper. And with that, it does exactly what OP would need it to do, act as a homework machine. The Optiplex doesn't need to be a microcontroller because that's not what OP wanted to use it for.

Obviously, they are working on youtube, but since they are talking just about youtube, they obviously aren't having other issues. Which means they got what they want for the most part.

As for the optiplex and thinkpad, anything old enough to be cheaper than an xu4 will not play games well. If at all. Also, you don't get the customizability with your two options that you do with the XU4. You would literally have to buy a better graphics card, get the fastest possible processor that will fix the socket, and maximize the ram. I'm only guessing here, but that's probably around $400. At which point, OP could buy 3 more XU4's on top of his 1, and get substantially better performance than the thinkpad and optiplex (for much less). And, the kid still have room to grow per their customizeability desires.

For OP's case, it is a cheap, wireless capable, tiny box, that can allow kids to do all the things of a large computer but uses substantially less power, takes up substantially less space, allows for entertainment purposes, and can help with education/homework.
