It isn't even about that. The entire OS feels much, much more responsive using an SSD. It's disgusting going back to using a system with a hard drive after having an SSD for a while. Even my 62 year-old mother noticed the difference after I upgraded her laptop with an SSD.

The 1156 xeons usually top out at around 4.2ghz on water with a good motherboard, 3.8-4ghz on good air cooling.
Also, if you are only using 2 sticks of ram I'm sure you could run 1t command rate timing for a minor memory performance bump.
And why don't you have a ssd?

I wouldn't put it so aggressively but I agree that using HDD as a system drive is p. doable today. For lots of work, it doesn't really matter that much.
I'm even running OS on 5400rpm eco drive from 2008.
