There's shitton of different outlets some of which don't even exist anymore, not even mentioning the fact that Wiki some time ago started linking to the archives as to mitigate the link rot.

Dead outlets can't request the cease of copying their articles. Have you read the proposal? As I understand it, you (an outlet) has to request some articles (and maybe even titles) to not be reproduced in part or at full.

If anything, this should seriously reduce the number of regurgitated information.

If you REALLY want to link to an article but can't copy the name of it, just obfuscate the link.

One basically means you can not real materials that outlets don't want you to steal and another upholds copyright.
I may disagree with the latter, but former is nothing but good.
