Debian is still a decent distro though, just not on Slackware level

Distrohopped for years, ended on it. It is pretty much my favorite distro.
Other distros also have their merits though, nothing's perfect.

I would like a way to provision some Debian-based machines (install packages, insert config files and settings).
I don't need cross platform, they're all going to be Debian or derivatives of Debian (Ubuntu)

Are there ways to do this without installing stuff like Chef?

If you only care about initial install, not maintenance after that, you can use a pre-seeded Debian installer.
You can tell it what packages to install on top of the standard ones, give configuration to those packages, and run whatever commands/scripts.
It also can make the installation itself completely non-interactive, if you provide the equivalent configuration options to the questions the installer would normally ask.

debian stable isnt even meant to be up to date - the package versions are fixed in debian stable intentionally, only security fixes are added

I started with Red Hat 5. Then I used Debian for a number of years. After that, I ran Funtoo. I'd still be using Funtoo, but not having to compile everything is appealing for laptops, so these days I use Arch. I haven't had to do anything aside from the initial for 5 years to date.

I want packages from this decade.

netinst just grabs packages over the network instead of the disc, you get the same install options with the full images
may as well use mini.iso to be that bit more up to date during install
