How well does it work?

sounds neat in principle, but in practice its not really that good of an idea

so you'd think that by spreading out the whiskers you'd get more surface area and more cooling

but the reality of the matter is that airflow is hindered by all types of eddies, probably resulting in more trapping than dissipation

the principle at work here is the same reason why down feathers are such a good insulator.

IMO a better idea would simply to make a big chimney with that copper pipe and let air enter from the bottom, and let gravity/thermodynamics do the rest if you don't want to use a fan.

I just had a stroke

Just get a damn OEM one and rig a much better fan to it. My 1050ti has two 80mm arctic fans zip tied to it. Cut temps 5 degrees and power draw by 60%.

The heat will degrade the cardboard, the glue used in those is carcinogenic. Invisible carboard-glue fume will give you the krebs and you will die.
