Not really, no. There's some 5 year old games that 4threads aren't enough in and it'll stutter, especially with the low IPC of Sandy/Ivy.
4790k is the minimum you want, but a 2600k or 3770k are still decent enough overclocked except for the power consumption.

I mostly use my PC just for playing FF14 Stormblood and web browsing with a ton of tabs. I was able to get a i5 2500k and Asus p8z68v lx in full working condition for a steal price ($80) and it seems much better than my decade old outdated shit (phenom II X4 955+m4a79xtd evo Mobo). I'll be pairing it with a overclocked XFX RX 460 4GB, 8GB DDR3 1600mhz, and 500w PSU from my previous system. I know it's not the best but I'm hoping its pretty decent for a super budget system.

Good time to buy a GPU, or are things still a mess?
