So I've got an external hard drive that I found in the trash. I live in an apartment complex with a bunch of college-age women, so thought I'd check to see if there is anything interesting on it. I'll share if I come across something good.
I've plugged it in via usb and the two volumes are not visible in windows explorer. However, they show up in disk manager as "disk1" (pic related). How can I get Windows to let me open these partitions and view the files?

It's probably not NTFS. Use gparted or something to find out what filesystem it is.

You can try Testdisk and PhotoRec on that drive after mounting and inspecting these partitions, so you can see if there's anything deleted you can recover.
for christ dont you dare change that disk in anyway before backing it up. buy the exact same model / bigger drive and make a disk image on new drive. then start tinkering with it

Another an odd question for me, how can you be so sure, that the harddisk aren't format it before? on the picture you shared, %free (disk 1, partition 1-3) are 100% free, which means that harddisk was format.
as another user has said, you should try recovery-tools, such as recuva, get data back, etc.

You format it beforehand so Windows can understand it. Don't worry the data should be fine. You have to do it through cmd though. Launch cmd, use diskpart, select disk 1, clean, convert gpt, then recreate the partitions. It's a windows security feature workaround

Have you assigned a drive letter? Right click the partition, assign letter or some shit
