I hole-hardedly agree, but allow me to play doubles advocate here for a moment. For all intensive purposes I think you are wrong. Gentoo or something else that's source based. It doesn't matter on binary based distros, and most of those are similar anyways. Install Devuan (Debian without systemd) and rice XFCE however you like.

all i've found is that this picture is the same system, and the panel at the bottom right is tint2
it's also custom, so you won't find a distro that looks like that ootb, which also means it doesn't matter at all which distro it is
