No, what actually happens is that the chinks write that they are buying something from you on the PayPal transaction somewhere you don't see it. After the dispute period is over, they will open a dispute with PayPal claiming you did not deliver this item/service, and you cannot prove it either, because for all you know they wrote you sold them a powerbank for this price.

The controller latency is usually the emulator and your screen not being in sync. You need to find the true refresh rate of the screen and tell the emulator to run at that. SNES9x Ex for android has an auto detect feature that is "ok"
