You don't "disable" "Allow Telemetry." You have to enable it and set it to the lowest possible setting, which is security on LTSB/Enterprise/Education. Looking at Wireshark with Security on, I never see any Microsoft connections. Also, hosts has never worked for blocking m$ IPs. This isn't exclusive to 10.
