I had an 8320 @ 4.7ghz for years paired with a R9 290x.
It bottlenecked the shit out of it and I never realized it. I upgraded to Ryzen and gained 20-30fps in just about every game and at higher resolutions too.

Mostly no. There are some new games though that are too CPU heavy. I'd say get a newer CPU if you can afford one, but it's not too bad.
If you're trying to play above 60fps: probably.
Under 60fps, it really depends on the game.
