I had an 8320 @ 4.7ghz for years paired with a R9 290x.

It bottlenecked the shit out of it and I never realized it. I upgraded to Ryzen and gained 20-30fps in just about every game and at higher resolutions too.

Do NOT get an 8350

8350 would bottleneck a GTX 480

Seconded this. Sapphire Trix 290 (Non-X) with 8370 @ 4.8GHz.
After getting an i7 6700 (non-K, was free from a friend) with an Asus Z170-K, it felt like a world of difference.

Mostly no. There are some new games though that are too CPU heavy. I'd say get a newer CPU if you can afford one, but it's not too bad.

If you're trying to play above 60fps: probably.
Under 60fps, it really depends on the game.
