You can have more vertical pixels as long as your horizontal resolution is standard. Black bars are fine. they can be used for keeping subtitles out of the way and you can't avoid them with most artfag films that use an even narrower then 16:9 aspect ratio.

if you had just a 1x1 screen, you wouldn't be able to display much, where as a 10x10 screen can display a letter at least.
So yes, technically a higher resolution has more space to put stuff in.
Whether it makes a difference at 1366x768 vs 1920x1080 is a different question, since the higher resolution screens are typically used to display the same just with more detail.
