The best way is ffmpeg. You should just use an unregistered version of Bandicam and record the video while it's playing in windowed mode though.

Let's ignore OP's bait for a second. ffmpeg is the most convenient way to do it. Use a script to loop through your mp4 files that you want to reencode and do
ffmpeg -i "input.mp4" -c:v libx265 -preset veryslow -crf 18 -c:a copy "output.mp4"
for each file. crf 18 might be a bit too low, if you want to primarily save disk space. Go higher for smaller output files.

that needs to be "output.x265" to get x265 file otherwise you get just another mp4 file
filename doesn't determine filetype, the "-c:v libx265" option tells ffmpeg to make it an x265 file.

Nope! Conversion from lossy to lossy always loses data. You'd be a fucking idiot to do that.
But if you have the chance to rip to h265 from the get go and your devices support it's decompression, then there is no reason not to use h265 at this point, its flat out better the h264
The only two reasons I could think of is
-) to provide smaller torrents for people with bad internet
-) your internet is shit, you want to upload a file and that it takes longer to upload the bigger version than to reencode it
