No idea, macs are weird. Anyway, that's a folder with 2 things inside, load and unknown. I don't know if those are folders or files, but you can do this
find ~/Downloads/unknown-92.download
to recursively list all the directories and files.

A lot of Mac "files" are actually folders. Programs (.app) and drivers (.kext) appear as files in Finder but are actually folders.

Created on date is literally just an integer attribute that's part of the master file table. It doesn't mean much.

Found your problem.
Apparently they only show up with the easter egg date in Finder. But however I still have a gripe with this, I have my Downloads folder sorted by date, so these would just jump around if i had the window open. As well it just seems like a weird move because you could confuse regular users like OP. And lastly, these incomplete files can be paused from Safari, but they still retain their file URL, meaning you could re enable the download at any time, I guess you could use these as locally stored download links to download on a later date. Not the end of the world, I just find it odd, Apple usually has a plist entry to add to disable these things, and I'm not finding one for this.
