So can even the most basic $20-30 ARM devices. Transcoding locally is completely and wholly unnecessary, as is using plex locally. Plex remotely is the only sane way to stream video, and requires no transcoding if you haven't bought potatoes as playback devices. Even Snapdragon 400 series launched for use in budget cell phones in 2015 can hw decode HEVC, the SD600 series of that year can even do UHD HEVC. Phones that cost $99 three years ago have no need to transcode, you have to be using a literal potato if you need to.
