A 7 or 8 inch tablet. And a reader like xodo that can crop out the blank edges of the pdf pages. Windows doesn't really have good epub readers (maybe freda?) and it's awkward on a tablet so maybe go for Android. Don't know about ipads.

E-reader for epub all the way. Unforuntately it's finicky with pdfs, for those i'd recommend a tablet for sure.
If it's a pressing matter of having both accessible and no e-ink is not an issue, than get an ipad.
calibre multicolumn mode. on landscape monitors, i like to have three "pages" visible at a time.
literally any pdf reader can display two pages.
