Yes. Linux and Windows have identical underlying architecture so a driver for one can just be compiled for the other with no problems whatsoever.
In fact you don't even need to compile the driver. Just unpack it to c:\windows and delete that pesky system32 folder while you're in there.

It isn't. Drivers are made specifically for an OS and it's kernel. If this was possible then Linux would have non-shit nVidia drivers.

Driver development is notoriously difficult. But to answer the question, sure one could theoretically cross-compile the source for Windows. That someone willing to do it would also be entirely crippled from autism.
