so I short, after 1st of November, if you don't have Android 8, you can't install newly published apps

That's not the minimum required Android version you dumb shit, it's the version of Android the app is built against.
You can still support Android 2.2 while targeting Android 8.0.

Target = the version of the Android SDK you build against.
minSDK = the minimum version of Android your app requires to run on.
