To make companies pay for more products from them. They have like 10 different IDEs now that are all virtually the same but just for different language support which likely could be merged into one product, but why?
Their main customer are companies, hence the huge price and yearly cost rather than one time fees. They know at the end of the day companies are loaded with dosh and will fork it over for their employees.
If you noticed for normal people they offer all their products for free if you open source it which they know only an individual would do and not a company.
