I've fairly often seen save being the one saving to the software's format and export being when you want to turn it to some other format.

Yes. It is engineers trying to make a graphic design program without working with designers. I love the IDEA of GIMP but it's fucking amateurish as a raster editor.
At least Inkscape is halfway competent.
