Use the LeviWindows Font
And Chicago 95 theme

Windows 95 is retro hipster shit, and it sucked balls. t.boomer who actually used it.

Also, the LeviWindows font doesn’t work perfectly for everything, so use it as a secondary font for the System, with the font in the Chicago95 theme as your main one

I used to have a pretty similar look with icewm, although I think fvwm was designed to emulate windos appearance more closely. Fwiw mate is close enough for me.
