Even if you are >=4.17, the CONFIG sets Speck as "Say N if unsure" so I doub't most distros would have it in thw kernels they ship. Not only that but you can blacklist the speck module if it comes compiled with your kernel. And even if you don't do that, unless you manually set your partitions to be encrypted with it, it's not being used.
